MEET THE SPEAKERS

Julie Trowbridge, CPSM, brings 35 years of A/E/C industry experience spanning business development, strategic planning, and proposal management. As an Account Strategist at Jacobs, she focuses on business development and growth for the Georgia transportation market. She brings expertise in selecting the right teaming partners and building strong prime-sub relationships that position teams for success. An active SMPS member since 2007, Julie is a former SMPS Atlanta board member and has served on the SERC programs committee. She holds a master’s degree in journalism from the University of Kansas and a bachelor’s degree in history from DePauw University.

Teresa Munoz is a Marketing Specialist at Brown and Caldwell, leading municipal water and wastewater pursuits across Georgia and the Southeast. She brings seven years of AEC industry experience, including work with a Minority-Owned firm, giving her insight into both prime and subconsultant perspectives. This experience shapes her approach to partner engagement, where she applies structured, respectful communication strategies to support strong collaboration, high-quality proposal content, and lasting relationships that drive repeat work.

Russ Danser, AICP, is a senior environmental planner with more than 30 years of experience supporting public sector transportation projects across the southeastern United States. His expertise includes federal environmental compliance, NEPA documentation, Section 106, Section 4(f), public involvement, and interagency coordination. Since 1993, he has worked with State DOTs, airport authorities, transit authorities, and federal oversight agencies including FHWA, FAA, and FTA. Russ has served as project planner on more than 100 transportation projects and as Lead Planner for a wide range of complex transportation initiatives. He holds a Master of Science in Planning from Florida State University and a Bachelor of Science in History from the University of the Cumberlands, and he is a certified member of the American Institute of Certified Planners.

Pamela (Pam) Little is Vice President of Federal Operations at Pond, where she manages program and project managers serving the U.S. Armed Services and civilian agencies. A licensed civil engineer in Georgia and Florida and a certified Project Management Professional, Pam brings more than 25 years of experience in engineering and construction project management, with project experience ranging from less than $1 million to more than $500 million. She is active in the engineering community through SAME, where she previously served as Atlanta Post President and South Atlantic Regional Vice President, and was named a Fellow of the Society in 2026. Pam holds a Bachelor of Science from Columbia University and a Master of Science in Civil Engineering from Georgia Tech.

Abby Burks is a transportation engineer and project manager for Athena Engineering. She is involved in all aspects of project procurement and delivery, from proposals, pursuits, and teaming to procurement and scoping, to execution and design. She has her bachelor’s degree in civil engineering from Auburn University, and is a Professional Engineer licensed in the state of Georgia.

Scott has 28 years of experience in all aspects of transportation engineering including transportation design, project management, program management, value engineering and construction inspection and engineering (CE&I). A South Georgia native, Scott started his career as a Construction Inspector widening Interstate 95 in Camden County and transition to preconstruction with the Office of Road and Airport Design with GDOT in March of 2000. Scott has continued to work mostly in the preconstruction area since. In 2016, Scott joined Southeastern Engineering, Inc as the Director of Transportation. In 2024, he became an owner of the company and now serves as the President of SEI. Scott has served at the Local, Regional and National Boards of the American Society of Highway Engineers (ASHE) over the last 18 years and is always excited to interact with other professional organizations.

Kimberly is a marketing and business development strategist with more than 12 years of experience across corporate, association, and nonprofit sectors. Her background includes marketing, external affairs, government relations, and strategic engagement within highly regulated industries such as engineering, infrastructure, technology, cybersecurity, and public services. Through her work with CERM, Kimberly leads pursuit management, business development, governmental affairs, and client engagement efforts, supporting opportunity pipelines, capture planning, proposal strategy, and key pursuits. Known for her collaborative leadership style and relationship-focused approach, she excels at connecting people, ideas, and opportunities to strengthen partnerships and advance organizational goals throughout the design and construction industry.
